As far as I know, it's the only mod that implements NPCs at any capacity. One of the best ones I’ve ever seen was called “SubparSuperiorSurvivors”. Unfortunately I uninstalled the mod and the creator made it private for some reason so it’s no longer listed.
Sometimes they will retreate and then reengage. Otherwise, I have very few complaints about the mod.
